The decision was taken on Tuesday and was termed as a step to control anti-nationals and to “control places of public amusement”.

In a new announcement, the Chandigarh administration has curtailed bar and pub timings from 2:00 AM to early 12:00 PM.

According to the administration, bureaucrats find discos a ground for promoting ‘Anti-national elements”.
All this comes under the new policy “Controlling of Places of Public Amusement, 2016”.
The policy came into effect on April 1.

Critics, city restaurateurs, and a few lawyers refer to the policy as vague and unclear. They have opposed the plan drafted by a nodal committee headed by the deputy commissioner, municipal corporation (MC) commissioner, Chandigarh police SSP, director, health services, and excise and taxation commissioner.

Chandigarh bans skirts

As per the new policy, the city administration has the right to ban places that indulge in ‘exhibition or advertisement of ‘scantily dressed women’ and ‘indecency’ or are seditious. But, the policy does not define the term ‘scantily dressed women.

Earlier, the Punjab and Haryana High Court had asked the Chandigarh administration to formulate a strategy for regulating the city bars, restaurants, and discotheques after several cases of violence and brawls outside pubs and bars.

According to the policy, the permission to discos can be revoked if it is considered to be indecent or of a scurrilous character; to be seditious or likely to excite political discontent; any exhibition or advertisement of scantily dressed women; to contain an offensive reference to personalities; to promote hostile feelings between different classes; to be calculated to cause a breach of peace.
